The change of China Export Tax Rebate is a big deal.

The adjustment of export tax rebate rate is the most important tool for the Chinese government to control the size and structure of export.It has been raised,reduced for 7 times since 2008-8-1. The adjustment was implemented respectively on 2008 August, 2008 November, 2008 December, 2009 February, 2009 April and 2009 June.

As the result of the adjustments, the Chinese government raised the export tax rebate rate for deeply processed products from 13% to 15%;for cornstarch and alcohol from 0 to 5%;for alloy steel profiles and cold-rolled stainless steel etc from 5% to 9% ;for suitcases and bags, shoes and caps, toys, furniture etc from 13% to 15%, for part of plastic, ceramic and glass products from 11% to 13%, for small hardware products from 5% and 11% to 9% and 13% respectively; for some high-tech products up to 17%.

Some small-scale, irregular or moderate-scale manufacturers don't have export license, but they can get the export tax rebate through their export agents(like XXX imp&exp., Co., Ltd.). If your supplier gives the forwarder a free hand to take charge of the customs declaration(what is called ""buying the license""), he can't get the tax rebate because it is illegal. ""Buying the license"" is so popular in China that many bosses have no idea how to get the export tax rebate or whether they can it. Actually, any supplier can get the export tax rebate if they meet the following requirement."

1, Legal export. The supplier without export license should have a export agent.

2, Export commodities' value-added tax, consumption tax are levied within the scope. Tax receipt is needed.

3, Legal business operations and the commodities are in the operative scale of the supplier.
